Update: May 2020
The process so far.
Kilkenny County Council began the making of a new City & County Development plan in April 2018. The Planning section published an Issues Paper, submissions were invited, and we held a series of public consultation events. Following the completion of that first public consultation phase, the Chief Executive’s Report on the pre-draft process was published in September 2018.
The process was suspended from the 23rd of November 2018, pending the making of the Regional Spatial and Economic Strategy (RSES) for the Southern Region by the Regional Assembly. The RSES was made on the 31st of January 2020, and the process was due to recommence no later than 13 weeks after the making of the RSES.
As a result of the Covid 19 pandemic, the Government made Orders from Sunday 29th March 2020, the effect of which was to extend the 13 week period for a further 8 weeks.
To ensure that Kilkenny City and County are primed for any emerging social and economic recovery, the Council are committing to continuing its forward planning work, including the making of the new City & County Development Plan. Having regard to the Government’s Roadmap for Reopening Society & Business, and the necessity of appropriate, up to date policies, the Council has taken a decision to recommence the Development plan making process from the 11th May 2020.
In accordance with the legislation, a Draft Plan is now being prepared and will be published for public comment in Q4 2020. The Draft Plan will be on public display for a minimum period of 10 weeks, during which time submissions will be invited. It is the intention of the Council to maximise opportunities for engagement with the Draft Plan, subject to Covid-19 restrictions, as resources allow, and mechanisms for this are currently being considered.
Public Notice regarding the re-commencement of the review of the Kilkenny City & County Development Plan 2021-2027
Notice is hereby given that following suspension of the plan making process pursuant to Section 11(1)(b)(ii) of the Planning and Development Act, 2000-2019, it is the intention of Kilkenny County Council to, on the 11th of May 2020, re-commence the review process of both the existing Kilkenny County Development Plan 2014-2020 and the Kilkenny City and Environs Development Plan 2014-2020 and to prepare a single, consolidated County Development Plan for the period 2021-2027 to replace both the previous County and City and Environs Development Plans.

In accordance with Section 11(1)(b)(ii) of the Planning and Development Act 2000 (as amended), Kilkenny County Council suspended the review of the Kilkenny City & County Development Plan with effect from the 23rd of November 2018, pending the making of the Regional Spatial and Economic Strategy (RSES) for the Southern Region by the Regional Assembly. The Members of the Regional Assembly approved the RSES to be made on 31st of January 2020.
The process will resume shortly, at the stage it was at prior to suspension. The exact date to recommence is yet to be confirmed, however a Draft City & County Development Plan will be put on public display in Q4 2020, and submissions will be invited at that stage.
