1.1 On behalf of Mr John Ryan, Pembroke Hotel, Patrick Street, Kilkenny, we wish to make the following observations to the Kilkenny Draft City Development Plan Review 2013.
I wish to suggest the following few issues for consideration toward the County Development Plan in regard to the local Castlecomer area that are personal to me.
A). That walking access should be developed to allow persons to access the waterfall area, but not the fall itself, from the town. This could be accommodated easily given access via the edge of Castlecomer Golf Club – but not crossing any apart of the playing course. Suggestion attached. Access was available prior to recent developments converting course from 9 to 18 holes.
We make this submission with regard to the environs of Ormonde Road – Kilkenny City and in particular with regard to the extending of General Business zoning to include the premises 7 Ormonde Road.
In relation to the Brewery Site, and on foot of recent meetings with various creative interests in the City; I think that there is potential in the development of a Creative Hub on the Brewery Site. This could bring together various disciplines such as the highly regarded Jewellery Making Course, Pottery, Animation, Graphic and Industrial Design as well as the possiblility of a Third Level Presence of a Drama/Theatre College linked to our municipal Watergate Theatre, specialising perhaps in Theatre for young audiences and technical aspects of theatre production.
The Irish Wind Energy Association (“IWEA”) is Ireland’s leading renewable energy representative body and as such has an active interest in the potential for renewable energy, and in particular wind energy and so IWEA feels it is critically important to make a submission to the Review of the Kilkenny County Development Plan process.

This is a submission on behalf of the Phelan Family of Conahy, Ballyragget, Co. Kilkenny to the County Development Plan for 2014 – 2020. It is in relation to the zoning of areas which will be deemed ‘Preferred’ in the Wind Energy Development Strategy and in particular to the family land in Conahy outside Ballyragget. Figure 1 below shows the location of these lands on an ordnance survey map. This submission details the reasons why this land and the surrounding areas should be designated suitable for wind energy development.
I am happy with the most recently revised plan regarding the designation of areas suitable for wind turbine placements. I am very relieved that the area I live in has been deemed unsuitable. Thank you for honouring our requests in this matter.

I am writing to the Council to kindly request that my house not be listed as a protected structure. I am deeply troubled by the implications, both personal and financial, which the listing of my home as a protected structure will have. The NIAH listing of my house refers to it being a guest house B&B. This is incorrect; I derive no income from my home. The discharge of the legal obligations with regard to maintenance and protection resulting from such a listing would present an unreasonable burden.
I am in receipt of your letter dated Wednesday 19th June 2013 indicating your intention to include the Old School House, Main Street, Piltown, Co. Kilkenny in the Record of Protected Structures.

With regard to the public consultation on the draft County Development Plan 2014-2020, the Irish Concrete Federation (ICF) would like to make the following comments and observations.
VERY few homes in Ireland have as rich a history as Kilcreene Lodge. A wonderful private property, a short distance from the centre of the city, it sits on 23 acres with its own lake, woods and the River Breagagh flowing close by.
It boasts a waterfall, all sorts of wildlife and has strong links to people from our past like The Liberator, Daniel O’Connell who stayed there many times and was a great fiend of the Smithwicks family.
In relation to your consideration for the addition of my property to be added to the record of protected structures, I wish to make the following opinions and submission.
I was born and reared in this house, and have lived here all my life.
My preference is for this dwelling - not to be included - in your list of protected structures.
In my opinion, this dwelling has no significant of heritage value.
This dwelling is over 100 years old, and I wish to maintain this dwelling as I see fit.

Submission by Inland Fisheries Ireland on the Preparation of the Draft Development Plan for Kilkenny City & Environs 2014 – 2020. This submission relates to the Draft Development Plan, the Environmental Report and the Appropriate Assessment.
'getting the public out of their cars requires a more responsive bus system... expanded services, enhanced quality of services such as integrated timetabling, tickets and real-time passenger information.. park and ride'. (2020 Vision - Sustainable Travel and Transport, An Roinn Iompair, 2008).
Kilkenny must be one of the few, backward counties in the country without bus shelters (excepting Iarnrod E's). The money is probably being hoarded to fund the outdated, unnecessary and expensive Central Access Scheme (CAS). This isn't 'smart travel'.
Tourism Sector – Development at Smithwicks Brewery Site and other towns and villages in the county.
I am a motorcaravan tourist and with the inclusion of dedicated parking for motorcaravans in the vehicle parking development of the Brewery site it will increase the tourist numbers visiting the city. Similar development at towns and villages throughout the county will bring increased business to these locations. I have used this type of facility as a tourist both here in Ireland and all over the Continent in my Motorcaravan since 1997.

I refer to the above Plans. Please find hereunder the observations and recommendations of the Department of Arts, Heritage and the Gaeltacht for consideration by your Authority.
HGVs account for 60 % of the traffic on the Kwell road and approx 40-50 HGVs per hour are using this road. These levels of HGV traffic on the Kennys well road, Freshford road, Butts Green, Lord Edward street are not mentioned nor addressed in the County or City Development plan.
Further to the current public consultation in relation to the development plan for Kilkenny and specifically for the St Francis Abbey Brewery site, we would like to make the following submission.
Barnstorm Theatre Company has developed its unique brand of theatre arts in Kilkenny since 1991 and finds itself in need of more suitable premises to house its diverse activities and the many groups and individuals throughout the county that benefit from the services and facilities that it provides.
I am writing to express my opinion in regard to your Draft Development Plan and in particular to your Wind Energy Development Strategy.
In my Pre Draft submission I spoke of the negative impact that a Wind Energy Facility would have on my local area i.e. the village of Tullaghought in South Kilkenny and the surrounding hills of Kilmacoliver, Blackbog, Baunreagh, Windgap and Frankfort.
Kilkenny City is one of the most attractive large communities in Ireland. It values heritage and has a strong culture of sport, craftsmanship, theatre, art and retail excellence. It has developed critically important amenities and these include an excellent road and rail network, highly regarded institutes of education and high quality, easily accessible health care facilities. The availability of these amenities encourages foreign investment into the city and county and provides highly skilled, well paid employment for the local community.
With reference to the current Draft Kilkenny County Development Plan and under the list of Protected Structures, reference no. 12328012, - ADD / 094/ 13 I wish to ask that this derelict building which is owned by me is not added to the List of Protected Structures for the following reasons,
• The building is a reasonably old farmhouse but is modem as far as heritage is concerned.
• The building is uninhabitable and hasn't been lived in for years.
• There are no windows left in the house.
• There is no water or electricity connected to the house.

my submission is on the lack of signage for Ferrybank, i.e. with the exception of the office/library there is no indication that Ferrybank exists?? Despite being the second largest urban area, after Kilkenny . There is no roadsigns indicating mileage to Ferrybank or welcome to Ferrybank in fact you can drive through the area believing you are still in Waterford.
I wish to make this submission on behalf of Kilkenny Co-Operative Livestock Market Ltd. in relation to the proposed rezoning of lands to the immediate south of the Cillin Hill development (Dublin Road) as a low density residential zoning. Kilkenny Co-Operative Livestock Market believes that this is a positive decision and recommends that it be implemented in the new Development Plan.
